LIBYA'S LETTER TO THE LOCKERBIE FAMILIES June 1997

Libya has made substantial efforts and put forward many initiatives, in order to accelerate the investigations leading to the trial of its two nationals suspected of being involved in the tragic incident of Pan Am Flight 103 over the village of Lockerbie.

However, all these efforts have not produced any results, apparently, because the government of the United States is neither interested in the incident nor does it care about the victims. Its main preoccupation has centered around the imposition of sanctions against Libya. Therefore, almost ten years have been wasted since the incident without making any serious progress toward finding a solution to this case and identifying the real perpetrators.

While we provide you with a brief summary of the initiatives Libya has presented to the United Nations Security Council and to the United Nations Secretariat, as well as the ones proposed by international and regional intergovernmental organizations, we wish to assure you of our complete and total readiness to:

A. Guarantee our full and immediate cooperation with the United States and the United Kingdom should they:
1. Take the same steps taken by France or, 2. Accept any of the Libyan initiatives described in the annex or,
3. Accept any of the initiatives put forward by the League of Arab States, the Organization of African Unity or the Non-Aligned Movement.

B. We also stand ready to enter into serious negotiations as of this moment, regarding the procedures leading to a trial.
